INSPIRE DIRECTIVE
Directive 2007/2/EC of the European Parliament and of the Council of 14 March 2007 establishing an Infrastructure for Spatial Information in the European Community (INSPIRE) was published in the official Journal on the 25th April 2007. August 14, 2008 INSPIRE Data Specifications Testing: Registration now openThe Call for Participation for testing INSPIRE Data Specifications for Annex I data themes invites all interested stakeholders to participate, and provides the necessary details. The formal registration for the testing is open for registered SDICs/LMOS from 15 August and will close on 15 September 2008. If your organisation, project or network is interested to participate but not registered as an INSPIRE "Spatial Data Interest Community" or "Legally Mandated Organisation", please register as such through the INSPIRE website, or, even better if possible, consider teaming up with an existing SDIC. Participation will help to understand how existing data can be made available according to the common data specifications, to demonstrate the usefulness of harmonised specifications, and to determine the readiness of relevant methods and software tools. All contributions to the testing are in-kind. July 2, 2008 The Guidelines for the encoding of spatial data (D 2.7) publishedThe Guidelines for the encoding of spatial data (D 2.7) of the INSPIRE Drafting Team "Data Specifications" is now available for public view and for comments from SDICs and LMOs. Comments are restricted to registered SDICs and LMOs only, through their contact person and should be provided on the established way through the INSPIRE web site. June 30, 2008 The INSPIRE Metadata Editor has been made available The INSPIRE Metadata Editor is currently a prototype allowing users to create metadata that are compliant with the INSPIRE Implementing Rules, as approved by the INSPIRE Regulatory Committee and the European Parliament. Users of the Editor can moreover validate the metadata created and save the metadata record as an .xml file on a local machine. More information. June 5, 2008 On May 14th, the INSPIRE Regulatory Committee unanimously expressed its favorable opinion on the INSPIRE Implementing Rules on Metadata proposed by the Commission. The proposal has been uploaded on the Comitology Register. The proposal is still subject to comments from the European Parliament, formal adoption procedure, and publication in the Official Journal (expected some time in August). Non-binding guidelines allowing the implementation of the proposed Implementing Rules on Metadata using EN ISO 19115/19119 have been prepared by the INSPIRE Drafting Team for Metadata and are available here. A note summarizing the process that has lead to the formulation of the proposal for Implementing Rules on Metadata is available here. A document summarizing the state of progress in developing guidelines to express the INSPIRE metadata elements using ISO 15836 (Dublin Core) is available here. May 14, 2008 INSPIRE Implementing Rules on Metadata adopted by INSPIRE CommitteeIt is with pleasure that we can inform you that the INSPIRE Implementing Rules on Metadata have been approved by the INSPIRE Committee. The IRs will now be sent to the European Parliament which will have one month time to comment, after which the adoption procedure will start. May 9th, 2008
Apr 1, 2008 Shared Environmental Information SystemFollowing the recent adoption of the Commission Communication on the Shared Environmental Information System (SEIS), the first Europa web site of the Shared Environmental Information System is now available at: http://ec.europa.eu/environment/seis/index.htm. March 14, 2008 INSPIRE Draft Implementing Rules for Monitoring and Reporting are now available for public view and for comments from SDICs and LMOs. Commenting this draft is restricted to registered Spatial Data Interest Communities and Legally Mandated Organisations ONLY. Based on all the comments received, the Monitoring and Reportin Drafting Team will issue a new version of the Implementing Rules which will constitute the basis for a legal instrument to be prepared by the European Commission and to be submitted for opinion to the INSPIRE regulatory committee before the end of 2008. The deadline for receiving comments is 11 May 2008. Registered SDIC/LMOs can submit their comments here.Dec 19, 2007 The INSPIRE Team announces that it will use the list of independent experts of the Seventh Framework Programme for Research for the selection of individuals in support of the development of INSPIRE Implementing Rules laying down technical arrangements for the interoperability and, where practicable, harmonisation of spatial data sets and services.The INSPIRE Team envisages technical support from a maximum of 16 experts for tasks that are outlined below, in the field of the Annex I spatial data themes (in particular, for Coordinate reference systems, Geographical grid systems, Geographical names, Administrative units, Addresses, Cadastral parcels, Transport networks, Hydrography, and Protected sites). For each expert the work will cover a maximum of 30 days over a period of 12 months; this maximum of 30 days will be implemented with contracts of shorter duration. It is anticipated that the work will start in early February 2008. The fee paid to selected experts is 450 Euro per day. Any travel or accommodation expenses made for meetings in the framework of the tasks will be reimbursed separately according to the applicable rules and conditions. The INSPIRE Team will be selecting the experts on 15th January 2008. Dec 17, 2007 INSPIRE Draft Implementing Rules for Discovery and View Services is now available for public view and for comments from SDICs and LMOs. With the Implementing Rules, comes the first draft of the INSPIRE Network Services Architecture defining the overall technical framework for each of the Network Service Implementing Rules. Comments on these drafts are restricted to registered Spatial Data Interest Communities and Legally Mandated Organisations ONLY. Their contact persons have been notified following the agreed upon procedure. Based on all the comments received, the Network Services Drafting Team will issue a new version of the Implementing Rule and of the architecture to be then publicly reviewed for a submission of the final draft of the implementing rules to the INSPIRE regulatory committee before the end of 2008. Oct 26, 2007 INSPIRE Draft Implementing Rules for Metadata open for public consultation. The INSPIRE Draft Implementing Rules for Metadata are now available for public view and comments. The call for comments is open for a period of eight weeks, until 21 December 2007. Only comments received by the deadline using the template provided will be considered. At the end of this phase of public consultation, the Commission will elaborate a revised proposal and submit it to the Regulatory Committee as required by the Directive. Oct 12, 2007 Call to SDICs and LMO for candidate specifications and experts The main concept regarding the specification development scenarios was published in the Work Programme (WP)for 2007-2009. Now we complete it with the Terms of Reference (TOR) of the actors involved in the data specification process. As explained in the WP and in the TOR, we face a huge and complex process, where all the communities are encouraged to participate.
